Job Description
· Develop plan, execution strategy and drive implementation across LBU for Operations excellence process and procedures leveraging industry best practices:
· Rounds
· Shift handover
· On shift training
· What-if drills
· Maintenance effectiveness
· Operator ownership and care of equipment
· Communication protocols including implementation of Operations communication system (e.g. c-notes
· Assurance process to ensure understanding, compliance and continuous improvement of operations requirements
· Oversee contract selection for consultants and vendors that can be used to improve performance and culture
· Review and provide council on the overall Operations strategy for PAR
· Provide input on the Hourly Workforce Training Standardization Plan elements related to the Operator Qualification process.
· Survey and confer with management, superintendents and supervisors to identify needs based on process changes, federal, state, and local regulations, corporate policies / directives and other factors.
· Work with PAR Training Department to analyze training needs to develop new training programs or improve existing programs.
· Assist in maximizing the potential of the Shift Supervisors and OMS Shift Supervisors.
· Assist in maximizing the potential of the operators that are Shift Leaders.
· Evaluate effectiveness of programs including those from Operations, HSSE and Training.
· Review policies for inaccuracies and areas for improvement and assist in maintaining compliance.
· Ensure that refinery quality and safety initiatives are carried out in daily activities.

Candidate profile
· Bachelor Degree preferred with a minimum of 15+ years of progressively responsible experience in the field of Operations in the petrochemical industry (or an equivalent combination of education and experience),
· Broad knowledge of refinery processes and equipment functions
· Ability to analyze data, develop conclusions and recommendations for equipment upgrades and work flow improvements
· Understanding of refinery economics
· Project management and supervisory skills are preferred.
· Must have ability to communicate with and relate to varying levels of personnel, from manager to operator level.
· Ability to maintain an objective and have an open approach to stimulating teamwork.
· Knowledge of process safety management principles.
· Good written, communication, and organizational skills are required.
