Job purpose

The Global Lead Buyer (GLB) of Regulatory, under the direction of the Head of the category, will be responsible to work closely across functional business partners and with external providers to build and maintain global outsourcing strategies to deliver service objectives. This is a procurement “expert” position that will support the category head on strategic insight on regulatory services to provide creative outsourcing solutions/models & provider oversight that balance risk versus return tailored to meet all project and program needs. The Global Lead Buyer will ensure all Regulatory category qualifications, agreements, rate cards/discounting, KPIs and metrics are established and maintained to accelerate contracted activities. The GLB will be responsible to identify efficiencies for category specific sourcing opportunities and ensure services are completed in accordance to SOPs / GCP / ICH and agreed processes. The scope is worldwide.

The GLB focusing on regulatory sourcing will support the development of strategies to further expand processes and tool development to support data collection and improve data for decisions which is paramount to our business. The GLB will need to be aware of regulatory guidance in this highly specific area.

For Regulatory Outsourcing Strategy, the GLB will need to acquire the knowledge of the scope of this area around operations, risk mitigation, disease requirements, outcomes, ethic and regulatory submissions and the growing trends and changes occurring in the Global Regulatory Requirements.

The GLB as assigned by the category head can be the point of contact and management of assigned relationships with strategic providers, be accountable for the governance set up and support, track and assess metrics/KPIs within the category spend and ensure compliance to the highest quality standards and ensure strategic provider relationships are managed effectively to drive continuous improvement and harness innovation.

Additionally, the GLB will:

·  Establish and monitor through reporting the health of the category, spend, saving opportunities, value added services and identify potential risk factors
·  Act as an expert in managed services and global flexible resourcing with ability to support local business needs/procurement support
·  Provide guidance and support to colleagues, providers and enabling business partners

Key accountabilities

·  Support Category to develop & implement category strategies to align with current & future outsourcing needs
·  Enhance knowledge and Benchmark of Industry Trends and Practices in Regulatory
·  Act as the business Partner across support functions for Regulatory Departments in outsourcing remits
·  Ensure outsourcing objectives of Regulatory are met and future strategies are available to address growing demands in a highly regulated and high-risk areas
·  Lead & support and train the Global Procurement Team on the needs and outsourcing strategies
·  Effective business partnering: Develop communication Plans with Partners
·  Implement Escalation Plans to support SRM
·  Identify best practices and strategic business opportunities to improve operations in terms of quality, timelines, innovation and cost
·  Supplier Relationship Management
·  Review supplier performance (KPIs, milestones and quality)
·  Leverage business opportunities with suppliers over the categories
·  Identify key cost drivers to optimize negotiation strategy
·  Bring new emerging innovation from suppliers when relevant
·  Supplier oversight (planning and execution)

·  Contribute to process improvement and coordinate lessons learned, supplier assessments for vendors performance evaluation
·  Plan, establish and follow the implementation of S&C Global Procurement Objectives. Plan short and long-term missions compatible with Sanofi and S&C Procurement vision.

·  Ensure proper alignment with key stakeholders across Sanofi and with suppliers.
·  Develop and manage strategic partnerships with key suppliers to enable innovation and cost containment through mutual accountability and trust
·  Anticipates and consolidates all business needs to carry out the negotiations at regional and country levels
·  Is accountable for achieving the objectives defined by Global Head of S&C Procurement and Category Head
·  Market Intelligence- to become a subject matter expert on outsourcing industry trends in Regulatory in order to support the business on future planning to secure this highly critical area for the company success and integrity of our products.
·  Business partners: Regulatory operations and outsourcing functions (when appropriate)
·  Financial: Yearly spend increasing over the next 2-5 years as planned by business needs

Context of the job/major challenges

Regulatory involves technology and especially new innovative technologies to comply with Health Authority Requirements in a highly regulated environment. These areas continue to be scrutinized by Legal and Health Authorities and the landscape requires specific expertise and knowledge in order to manage these two areas are continuously evolving.

This requires the ability to combine a strategic vision with the stakeholders and expert insights into categories to define correct action plans and ensure implementation.

Requirements for Education / Experience

·  8+ years of relevant industry experience, with a minimum of 6 years in outsourcing / supplier management and / or project management and / or regulatory operations.
·  Bachelor’s degree or international university degree required
·  Influential management: ability to convince and persuade others regarding appropriate solutions, including demonstrated people development skills through matrix management or direct reports

·  Ability to gain an in-depth understanding and knowledge of the Sanofi Regulatory and PV areas

Experience / Skills Desired

·  Experience in Regulatory or R&D function or health related organization, or a supplier / CRO
