Subcontracts Administrator

Position Description
The Subcontracts Administrator will provide subcontract administration for direct requirements and federal contracts. Duties include negotiating NDA's, teaming agreements, subcontract agreements, and CTAs; working with project teams to support day to day subcontract administration, including receiving requests from project teams for direct agreements, direct charge subcontractor agreements and purchase orders, reviewing data in the Procurement Requisition System (PRS), creating PO's in Deltek Costpoint and issuing PO's to subcontractor; maintaining details on all accounts for reporting purposes; Proposal support to include sending out RFP's/RFQ's to subcontractors, negotiating pricing with subcontractors, engaging with CGI proposal team and appropriate contracts administrator; General subcontract administration duties. The candidate shall be knowledgeable in CPSR, shall have proven written and verbal communication skills, and the ability to interact directly and professionally with management and all other levels of co-workers, vendors and clients. Ability to take direction from management, and follow directions as provided. Knowledge of all contracting types, such as T&M, FFP, CPFF and cost reimbursable, required. Knowledge of Deltek Costpoint desirable.

Your future duties and responsibilities
Responsible for the administration of assigned direct agreements, subcontracts and PO's

Provide guidance to project teams in addressing difficult subcontract actions and proactively educate project team on various subcontract and compliance issues, especially CPSR requirements.

Correspond with internal and external customers in a timely and professional manner.

Review and resolve issues on assigned tasks which affect company compliance and ensure satisfaction of legal requirements, and company and customer objectives.

Support project team compliance with key internal processes, and support established contracts and subcontract procedures.

Issue RFPs/RFQ's and all data calls to partners/subcontractors, negotiate pricing with partners/subcontractors, participate in proposal kick-off and stand-up meetings, contribute to proposal team as requested/required.

Prepare and negotiate all agreements to partners/subcontractors, including NDA's, teaming agreements, subcontract agreements, consultant agreements and CTA's.

Create Purchase Orders and Change Orders in Deltek Costpoint to provide funding, POP and SOW to subcontractors, maintain tracking of all subcontractors assigned for compliance with terms and conditions, provide inputs for subcontracting reporting as required, create and maintain records for all assigned subcontractors in the Contract Management System (CMS), and provide mentoring and advice to more junior members of the department.

Required qualifications to be successful in this role
3-5+ years of experience in federal contracting/subcontracting under an approved Purchasing System. Familiarity with CPSR requirements. Familiar with multiple price analysis techniques. Strong analytical ability to review and evaluate all types of subcontract agreements in order to negotiate all terms and conditions and be aware of areas of risk to the company. Requires a working knowledge of the FAR, and contract types including GSA schedule contracting. Ability to read and understand prime contracts. Strong written and verbal communication skills a must. Ability to work well in a collaborative business environment with peers within the subcontracts and contracts group as well as business developers and project teams. Working knowledge of CPSR and experience with Deltek Costpoint a requirement. Working and proficient knowledge of standard office automation software (email/MSWord/MSExcel,etc.). Teamwork is critical. Must maintain a positive and professional demeanor at all times.
