The Contracting Counsel Manager will support the Accenture Federal Services (AFS) U.S. government agency customers as a Legal partner to Business and Sales leadership in shaping and executing Accenture Federal Services' market-facing strategies. Counsel will draft and negotiate complex transactions with U.S. Government agencies, government contractors, cloud and software providers within a corporate environment. Counsel will also advise business partners and Company leadership on legal strategies throughout the contract lifecycle, and identify legal opportunities and risks related to business initiatives emerging issues and trends. This role requires working collaboratively with other members of the Legal team to support compliance counseling, management of bid protests, and resolution of disputes.

Key Responsibilities:
•Draft, negotiate and review third-party transactions to be most advantageous from a legal and business perspective
•Educate company executives with respect to legal and risk management issues
•Participate in and contribute to the development and on-going review of relevant processes, guidelines and procedures, including those relating to AFS's contracting practices to assure the success and compliance of AFS consistent with federal contracting requirements
•Proactively identify and communicate risk to business teams and company leadership and provide recommendations on how to mitigate that risk
•Manage outside counsel and advise senior business clients on financially significant and complex matters
•Maintain awareness of applicable federal regulatory changes and legal developments through the review of legal publications, on-line documentation and attendance at seminars and conferences
•Establish and maintains strong relationships with AFS cross-functional teams and leadership
•Educate and provide guidance to contract managers, subcontract and procurement teams

Qualifications :

Basic Qualifications:
·  U.S. Citizenship required
·  Juris Doctor with active Bar Membership
·  5 years experience at a law firm, U.S. government, or in-house legal department
·  3 years experience in federal procurement, applying the FAR/DFARS in the context of information technology procurement
·  Experience with the full scope of a federal procurement cycle, including market research, RFP review, Q&A, proposal development, post-award analysis, and contract negotiations
Preferred Qualifications:
·  Ability to effectively partner with business clients to jointly solve issues throughout contract life cycle
·  Excellent written and oral communications skills
·  Enjoys working in a fast-paced, collaborative business environment
·  Experience with GSA procurement
·  Experience with contract dispute resolution and bid protests
·  Experience with workout of complex challenged contracts
·  Experience with non-FAR government procurement and commercial contracting
